In 2010 Kinnamon was competitively awarded the contract to provide third-party Quality Visitation Review for the Philadelphia Department of Human Services as part of the Department’s Quality Improvement initiative for Children’s Protective Services reviewing In Home Provider, Foster Care, and Congregate Care services.
This initiative was created as a direct result of the death of a child who was in the protective services of the Department of Human Services (DHS). The Department, under Court oversight, has developed an evolving Quality Improvement program designed to ultimately keep children safe.
Our firm performs a forensic desk top audit and field interviews selected case files determining that DHS social workers and the contractors providing the In Home Provider, Foster Care, and Congregate Care services were actually rendered, and assessing the consumers’ impression of the quality of said services.
Included is a link to an NPR interview with the DHS Commissioner Anne Marie Ambrose talking about the origins of this initiative and the policies developed to address a dysfunctional culture that was resulting in children dying.
